Indy Politics speaks with Republican State Senator Brandt Hershman about a proposed balanced budget amendment to the Indiana Constitution which is making its way through the legislature.

The proposal, which has passed out of a Senate Committee, would require the state to balance its budget, but would allow for a two-thirds override in the event of an emergency.

Hershman also says it would avoid what he called “gimmicks” used by other states which have balanced budget amendments but are drowning in red ink.
