As the third week of the Indiana Legislature comes to an end, House Democratic Leader Phil GiaQuinta laments that Republicans are spending the state surplus on capital projects as opposed to investing in human capital, i.e. teachers.

Lawmakers this week moved forward with spending approximately $291 million on several university construction projects.  Democrats had hoped to use those dollars to help boost teacher pay.
