E-mails obtained by Indy Politics regarding replacing the ISTEP exam show a process that has been marked by dissent and borderline dysfunction.
Indiana lawmakers have been looking to replace the exam and formed a special committee to come up with a new exam. That directive was given back in March, but the panel appears to be no closer to completing its task with a December 1 deadline fast approaching and there is an inference the process may not comply with federal law.
