Indiana Attorney General Todd Rokita is weighing in on the proposed MLS soccer stadium project.
On Monday night, the Indianapolis City-County Council passed 16-8-1 the creation of a Professional Sports taxing district. The new tax revenue would finance the stadium project.
The State still has to sign off on the project.
In an opinion requested by State Senator Justin Bush, Rokita was asked the following,
May the State take notice of the professional sports development area (PSDA) map passed by the City of Indianapolis’ Metropolitan Development Commission (MDC) and the city-county council in December 2023? Did the legislature intend for the establishment of only one additional PSDA?
Indiana lawmakers created the original PSDA in 2019 and amended it in 2021. Under tonight’s proposal, an additional PSDA will be created.
In his opinion, Rokita stated the law allows for the creation of “an” additional PSDA, not multiple ones and the city should have gotten state approval before moving forward.
