INDIANAPOLIS — Republican leaders boasted Thursday as they closed the books on the 2015 fiscal year, saying a $210 million surplus and more than $2.1 billion in the bank is a sign of Indiana’s financial integrity.   But Democrats say the surplus just shows the state is hoarding money that could be used to improve roads and state services, especially for children.
