The head of the Indiana Civil Rights Commission is facing allegations of fostering a hostile work environment.

Indy Politics has learned at least five complaints have been filed with the Agency’s human resources department regarding Jose Evan’s actions.

We spoke with Gabriel Kramer, a former contractual employee who filed one of the complaints. You can hear him in the audio below.

Indy Politics also contacted Evans, who gave us the following response…

Due to the sensitive nature of personnel-related matters and in accordance with state and federal employment law, I am not legally permitted to discuss the specific circumstances involving individual employees, their complaints, or departures—whether voluntary or otherwise.

 What I can say, unequivocally, is this:

 I was appointed to lead the Indiana Civil Rights Commission and to reform, rebuild, and restore integrity to the agency and the Cultural Commissions we support. This mission is both urgent and necessary. For too long, outdated practices, unchecked behavior, and a lack of internal accountability diminished the impact of this agency. Those days are over.

 The ICRC now operates under a new standard—one rooted in merit, accountability, and excellence, principles that reflect the vision and values of Governor Mike Braun’s administration. Under my leadership, contracts are reviewed, performance is monitored, and results—not relationships—determine longevity. Every action taken has been strategic, intentional, and in the public interest.

 Change, especially when it disrupts long-standing dysfunction, will always come with resistance. That resistance, in some cases, is now taking the form of coordinated misinformation. I stand by my record, and I welcome scrutiny—so long as it is honest, lawful, and rooted in facts, not fiction.

 Let me be clear: I will not be intimidated, distracted, or deterred from doing the job I was appointed to do. The people of Indiana, and especially those who rely on the ICRC to protect their civil rights, deserve nothing less than our very best.

 I remain focused on the work—and the results will speak louder than accusations ever could.
