The Indianapolis City-County Council meets tonight at 7 p.m. with more than $100 million in bond authorizations and preliminary approvals on the agenda, along with paperwork for five school tax referenda headed to voters.

The borrowing

Three bond items come up for final adoption or public hearing.

Proposal No. 245 authorizes up to $35 million in revenue bonds or bond anticipation notes to refund interim financing used to renovate and improve two parking garages at the Indianapolis-Marion County Community Justice Campus — one of roughly 300 spaces, the other roughly 1,000. The Administration and Finance Committee sent it out 9-0 as amended on Aug. 25.

Proposal No. 244 approves up to $15 million in special taxing district bonds from the Metropolitan Thoroughfare District, at a maximum interest rate of 6.5 percent, for design, construction and equipping of the Department of Public Works operations facility at 1735 S. West St. or other nearby city-owned property. It also cleared committee 9-0 on Aug. 25.

Up for public hearing is Proposal No. 246, a preliminary determination to authorize the sale of general obligation bonds of the Consolidated City for a new north district police station, in an amount not to exceed $12.5 million at a maximum rate of 6.5 percent. All three items were introduced Aug. 10 by Councilors Lewis, Nielsen, Jones, Evans and Boots, with Councilor Barth also signing on to 244, 245 and 246.

Two more bond packages are introduced Monday and head to the Municipal Corporations Committee. Proposal No. 279, from Councilor Jones, would authorize up to $25 million in general obligation bonds from the Health and Hospital Corporation for 2026-2027 capital projects, including real estate acquisition. Proposals No. 280 and 281, from Councilor Gibson, would approve up to $19 million in Indianapolis-Marion County Public Library general obligation bonds and appropriate the proceeds for the Irvington Branch renovation and a multi-facility capital improvement project.

Also at public hearing: Proposal No. 275, a $19 million additional appropriation in the 2026 budget covering the Office of the Mayor, Office of Finance and Management, Parks and Recreation, the Department of Metropolitan Development, DPW, the Public Defender and the Election Board.

The referenda

Four general resolutions introduced Monday accept, for the record, the Department of Local Government Finance’s approval of school district resolutions imposing operating referendum tax levies under IC 20-46-1: the School City of Beech Grove (Proposal No. 287, Councilor Mascari), the Indianapolis Public Education Corporation (No. 288, Councilor Lewis), the Metropolitan School District of Washington Township (No. 289, Councilor Evans) and the MSD of Wayne Township (No. 290, Councilor Boots). All four go to the Rules and Public Policy Committee.

A fifth, Proposal No. 260 for the MSD of Decatur Township, was introduced Aug. 4 by Councilor Cahill and remains pending in the same committee.

Also on the agenda

Proposal No. 276, from Councilors Lewis, Nielsen, Jones, Evans and Boots, asks the DLGF to approve lowering the levy freeze tax rate and casts the council’s vote as a member of the Marion County Local Income Tax Council. It cleared committee 11-0 on Aug. 11.

The 2027 budgets for the Airport Authority, Capital Improvement Board, HHC, IndyGo and the library are introduced Monday. The 2027 city-county budget, Proposal No. 264, remains pending.
