U.S. Senator Joe Donnelly say he is re-introducing federal legislation which he hopes will help stem the tide the HIV epidemic that is hitting southern Indiana.

More than 140 cases of HIV have been diagnosed.

Donnelly says his bill will help state and local authorities combat prescription drug and heroin abuse which is at the heart of the HIV outbreak in Scott and Jackson counties.  Donnelly also say he supports a needle-exchange program as part of a comprehensive approach to combat HIV.
